User Info: Sohma. Ul'dah was my starting city mostly because I wanted BLM to be my main class. But, each and every city-state sort of has a spotlight within the plot. However, Ul'dah gets the most credit and spotlight simply because Raubahn is the bridge between them and Ala Mihgo.

One could argue that Lyse ultimately became the bridge between Ala Mihgo and Gridania, but they don't touch upon that relationship as much as they do with Raubahn. It also helps Ul'dah's case that the sultana is a large part of the questlines within the Lochs I wish Ishgard played a bit more of a role in Stormblood, but I understand why they might have pushed them back again because they literally had an entire expansion dedicated to Ishgard.
