This is because PA values reflect the value of pension at retirement age. The termination refund is based upon the value of the pension at retirement age.

A PAR applies to Plan members who terminated employment after and who choose a refund from the Plan before retirement. If a member terminates their membership in the SPP and elects to transfer the value of their pension out of the Plan, we calculate a PAR.

Some members will receive a separate T4A. You can find the total value of your RRSP contribution room for the current year on the CRA notice of assessment you receive after you file your income tax. Any change in the amount of your pension adjustment will affect the amount you can contribute to an RRSP.
